MCL INTERNATIONAL is a Manning Agency from Constanta, Romania registered with Romanian Naval Authority under registration number ANR 0157. All our candidates are Romanian nationals. We have a large database of well-trained seafarers (Officers and ratings). All of them have good English acknowledges, good level of educational background and extensive work experience on different type of vessels.

All Officers are highly trained officers who graduated 4 and 5 years courses at Merchant Marine Academy “Mircea cel Batran” or Maritime University of Constanta.

All Seafarers are trained by the Romanian Maritime Training Center “CERONAV” which develop all training, specialization and upgrading programs as per STCW 1978 /1995 Convention and specialized courses for RoRo/Passenger vessels and Tankers vessels (Oil tankers, Chemical tankers and LPG).

MCL INTERNATIONAL disposes with a good choice of quality experienced, reliable deck-engine officers and crew, flying repair-maintenance teams for all types of vessels.

As Manning Agent, our scope of services would include the following:

– Recruitment, screening and selection of candidates with similar experience
– Documents, training and certification
– Check the antecedents and past experience of each candidate
– Forward the selected candidate’s documents for authentication/verification
– Conduct medical examinations to ensure that selected candidates are certified fit for sea service as per ILO norms
– Seafarers must have appropriate training and certification for the position they are employed on the vessel
– Mantain service and certification records of each candidate and make them available as required

– Obtain necessary visas to enable selected candidates to join vessel at the designated port
– Assist candidates in obtaining necessary flag state documents (Panama, Liberia, Marshall Islands, Bahamas, etc.)
– Book the seafarer’s flight ticket when this is requested by the Principal
– Establish good relations with selected candidates by discussing career enhancement prospects, assisting their family whenever required and while they are on leave, to keep certification up to date and ensure rejoining as per Principal’s instructions
